Intervention reports

This feature is discouraged — Specification authors no longer define browser behaviors as "interventions" or "non-interventions."

Intervention reporting sends a report to a URL nominated by the Reporting-Endpoints header when the browser has not honored an application's request, contrary to specified behavior, such as for security or privacy reasons.
